Dustin's eyes

my sons has turned 15 today and is now blind, thanks to a residential place who hurt him and now he needs surgery and his medical is refusing to pay for the surgery and the dr may not be able to fix his eyes but they won't know until they get in there and look but if they wait to long it will be to late and he will be permanently blind and no way to communicate and he will need 24 hour supervision for the rest of his life so I am asking for help, I don't know what to do or how to help him
